Construct an online database (taking cues from Microsoft Excel)

We need a database that is accessible online and has similar functions to Microsoft Excel. Listed below are just some of the functions we want the final version of the database to have:
• We want multiple users/accounts and different access levels for these users
• We need to be able to run several different reports
• The coding must be clean and lightweight
• The user interface
• We want the ability to scan barcodes to enter products into the database
• We want to track vehicle mileage
• We want to be able to upload documents
• We want the databse to be compatible with Linux hosting & MySQL (alternatively, if you can show us why Microsoft/ASP hosting is better, let us know)
• We want to be able to backup the database regularly
• You must be available indefinitely to resolve problems with the database if we have them in the future
We already have a "database" that is in Microsoft Excel, however, we need more flexibility and the ability to grow it. Currently when we calculate formulas, it takes about 30 seconds for the workbook to complete the calculation, hence the need for a dedicated database solution.
This is a project that will be ongoing for the right person or team. We will give you certain tasks to do, and you must be able to do them within a specified time frame. Over time, we will add more tasks that may increase in complexity, but once you establish trust via your submitted work, timeliness and communication, the time deadlines may be extended.
The first part of the project is a introductory phase: you will complete a "Purchasing" module that has information about all of our purchases. It will give us an idea of your abilities and timeliness. You will only have 24 hours to complete the introductory phase of the project.
Here's what we need:
• You must construct an online database based on our instructions (for the "Purchasing" module, we need 10 basic functionalities such as entering mileage, entering items purchases, uploading receipts, etc. and 2 report functions)
• You must test that this basic form structure works, host it on your own server, and allow us to test this new "program."
• Finally, you must be able to export this "program," and instruct us how to install it from scratch on our own server
We WILL NOT provide any testing environment for you; you must have this at your disposal. Furthermore, the testing environment must be something that we can access via the internet; Screen captures and screen sharing will not be sufficient for us to test what you have published.
To apply, let us know what types of online databases you have created, the backend environment for those DBs, and how long it took for you to create the finished product. To vault to the top of our list, functional demos should be submitted for our review. This could be a site that is active currently, or private projects that you have worked on that are still live via the internet.
