Create Dashboard for Roster

I need to create a dashboard program that will display a roster of who is at work each day. I want the dashboard to display a photo and the name of the person who is on shift.
The dashboard will be displayed on a TV that will be connected to a laptop. As the roster changes new people will be on shift, need the ability to drop and drag photo and name of that person into display. Workers photo and name need to be uploaded and stored onto dashboard. Two rosters need to be available on the dashboard - day and night. Need to be able to change dashboard view to look at each roster. An example of how I would like the display to look is attached. Name would also need to be included as mentioned earlier. Up to 40 people would need to be 'registered on dashboard'. Ideally a page on the dashboard could be displayed with check box's that enable the user to 'tick' who would be displayed. Up to 15 people may need to be displayed on each shift.
