Drupal 7 rebuild permissions and edit view

Hi There

I have a Drupal 7 website and the rebuild permissions is not working. I tried disabling the modules and running rebuild permissions and it didnt work. I also tried

set_time_limit(0);

db_query("DELETE FROM {node_access}");

node_access_rebuild();

?>

and this didnt work. So please rebuild permissons required.

Also, Im trying to insert a view into a node (basic page) using

<?php

echo views_embed_view('Listings', 'page_2', "Chicago");

?>

However it only half works, the listings for Chicago appear however it displays the node id as opposed to the argument "Chicago" in the header. So please display the argument in the header required.
