Setup Google PageSpeed Insights tool on WordPress website

Hi, we need to setup a simple Google PageSpeed Insights tester tool on a WordPress page. The functionality should be the following:
1) User enters website to be speed tested URL
2) User enters their contact details (CF7 form preferably)
3) User is redirected to another page "thank you" page
The functionality should be as here: [login to view URL]
4) The user receives an email with speed test results
a) The speed tool should be Google PageSpeed Insights, using their Pagespeedapi (v4).
b) Development results should be available on your server
c) PHP 7.x must be used
d) Compatibility with latest WP
c) Front-end implementation to be done with WP page, with a visual builder (i.e. X theme builder from Themeco)
