WordPress Menu Rebuild / Design

We have a current menu (desktop view) on our website that is hard coded, we would like this converted into WordPress menu manager control.
We would also like the mobile version of the menu to be built in WP menu manager so we can update links as needed.
Please note, the desktop version of the menu includes some tag links, that are styled differently and when clicked bring up the overlay with some various results) we still need this functionality.
You will likely need to use the NAV Walker to build the WP menu, CSS to Style JS functionality. NOTE: you will need to define custom menu attribute so we can designate which are tag links
