C# or Python - Web Based UI w/ Database

Wanting a web based UI with Python or C# back end. Don't need anything fancy just the bare bones for some testing.
UI will display a database with 10 columns, column 1 will be called "NAME" the rest are just column 2 > column 10

A section on the front end UI where you insert the NAME and then an OK button, once the OK button is pressed, then it will auto populate the rest of the column data for that entry as 0.
Within the code, there must be seperate variables where the NAME (STRING) is sent from an outside source to said variable, you don't have to worry about the outside source, just that this outside source will populate this variable with the NAME, and then a BOOLEAN from an outside source will turn on the OK button mentioned in the above paragraph, it will then auto populate the rest of the columns with '0'.
I will then need variables that this outside source can trigger which will DELETE any entry, for instance the outside source will send "NAME" and then a BOOLEAN to DELETE that entry in the DB.
I need the back end to be Python or C#, and then the front end should be able to be displayed on a web browser. I'd like to host this on a raspberry PI if possible........which is debian linux however if this is a problem let me know and i can suffice with windows.
