Design a web based 3d viewer

I require a 3D viewing application developed that can be used in either a web browser or desktop Windows application. It at the moment needs to be able to load the attached file format, one of the file formats is plain text and the second is the same file format but a conversion from plain text to binary. I have also attached a Navisworks Freedom format so you can view what the model should look like.
The 3D view should have the following functionality:
1. 3D navigation i.e. zoom, pan, rotate, zoom to object, rotate around object and view window.
2. Display model hierarchy.
3. Add and remove 3D elements using the model hierarchy from the 3D display.
This is an ongoing project and will evolve, but working on basic functionality first.
I need to see a proof of concept hence the very small project selection, then will post a project for the overall project with according budget and award to the successful developer. This will be an ongoing project and employment.
Looking for developer are very experienced in 3D and needs to be able to optimise for web based viewing.
