Auto vote bot

Hello, I need a auto voting PROGRAM to vote for us on [login to view URL] I need to make AT LEAST 250 votes every hours, and each vote must be from a different IP since the site allows you to vote only every 12 hours. There has to be some way of you either fetching a list of proxies or getting it. and it can put my ID for just-rf.net. This has to be a PROGRAM, not an internet script. It can be in any high-level programming language like C/C++, C#, Java, or anything similar, but it must be a program. You must provide me with the source code on completion of the project. This is urgent and project deadline is about 1 weeks.
