Desktop Application to get a file from IMAP mailbox, process and create output spreadsheet.

We require an application to run in a Windows 7 desktop environment which polls (Via POP or IMAP) a mailbox watching for an email to arrive from specific email addresses or domain with a simple, single column CSV file attached which contains a list of numbers. The application will need to be running 24/7/365 so can't leak memory or hang-up etc. The input file needs to be imported, the numbers run through a set of rules row by row, and an output spread sheet template filled out and saved-as with a specific file name and date stamp in the format of DDMMYY eg: “Output Results [login to view URL]”. The spread sheet should then be emailed to a specified list of email addresses. Please see the attached PDF and sample input and output files for more information. NOTE: In the example output file, the numbers matched need to be populated in to column E starting at row 3.
