The NOAA (National Oceanic and Atmospheric Administration - a U.S. government agency), makes weather forecast data available to freely download. I need an utility app that can parse the latest wind forecast data from the NOAA, which is in a GRIB-2 binary format, and convert it to a semi-human-readable format. I need help because I don't understand the NOAA file structure or naming conventions, so I'm not sure which files need to be downloaded...and I don't know how to parse GRIB-2 files. I'm hoping to find someone with experience doing this sort of thing. Some of my presumptions may be incorrect, and I'm flexible about the final output format for this project. I will be using the delivered code inside a larger project. This is what I want delivered: 1) Clear instructions on which files in the NOAA FTP site contain the wind data, at various altitudes, in grib2 format. 2) The app should be able to read a manually downloaded set of sample files, and output the wind speed, direction, and temp for various altitudes at a given point on the planet. Here is some primer information to help you get started: - This (I think) is the starting folder for the files we need: ftp://[login to view URL] - The forecast is broken into 3 hour increments, NOW+3hrs, +6hrs, +9hrs, etc, up to +36 hours. - The data in these files are (I think) split into 1/2 degree segments, and has altitudes at 3000' increments. There are numerous open source APIs and utility apps out there. Of course those can be used to aid development, but I need the final solution to be pure C# code, as this will be deployed to various different platforms.

I have found documentation for NOOA and also some open source grib 2 parsers which I will be able to us documentation e to moake C# parser. Hi. I have worked a lot in C# and dealt with different data formats (e.g. XML, CSV, PDF, JSON, SOAP etc). Honestly speaking, I have no prior experience with NOAA or GRIB-2. but I'm always interested in tasks like this and I have done stuff in past where I had no prior experience. I have aptitude in IT and programming and I can learn things quickly. for this task, I think we'll need to do some research and I think we can accomplish what is needed by you. if you don't find a freelancer who has experience with NOAA or GRIB-2, then I suggest your best deal would be to give me a chance. hope to have a good time with you :) waiting for your response...

i have already done with parsing the xml data for different services like amazon and UCP, i will use the same structure to parse GRIB-2 binary data that will make this really quick
