c# Read A Raster File of values and sum by polygon

This is a small c# application. It assumes a set of polygons and reads a raster file of values. It then sums these values inside each polygon, counting how many are in each polygon, the sum of values in each polygon and the count for each value in the polygon. You can use external libraries as long as they run in process (dlls) and DO NOT call command line processes. I would prefer if you use the GDAL for c# library but it's not a must. Please let me know in your bid what library you will use.

Hi, I have worked wih GIS and geomtric algorithms since a long time ago. As far as I understand, you have a set of polygons, and a set of points??? That's the part I don't understand. Then you want to count/add some of those points? the ones inside polygnos? I still don't completelly understand what you need, but I thik I can do it. Depending on the requirementes I could use GDAL with C#, but at this point I feel that I really need more information about the problem
