Hi, If you don't wish to use open source 3rd party libraries, then FFMPEG cannot be used to encode your MP4 files. In which case, Microsoft DirectX would be the best choice for this task. if interested, let me know. Once I know what kind of bitmaps we are looking at (i.e. what codecs are involved, their codec parameters etc), I will confirm further interest (if I hear from you... ;) ) Cheers

Hello, I can implement for you a C++ code that can create a MP4 movie from a given set of bitmap files. There are two approaches to this task: 1. Use a 3rd party library like OpenCV to read the files, eventually resize them and encode the movie. This is the fastest approach and for this I've placed my bid. 2. Write everything from scratch, the code will be self contained as in no external library will be used. his will take (a lot) more time than option 1, and it will probably be slower. But the code will be 100% original and self contained. We will need to discuss a separate price for this option. (I will use Visual Studio 2015 to write and test the code.)
