Teams listed alphabetically, by state, and by state-region.
Team info - team name, city, state, zip, contact name, contact phone, contact email, stats, bio, photo, link to map, link to web site, list of events (past & present games)
Tournaments - Listing of events by date (either list or calendar format), time, location, link to map, teams that will play.
List of prior events with details about the event, photos, team scores, teams that played

How do you plan on editing this site / app? Has anyone spoke with you on how they can offer you a site that you can easily update without the need of further cost? Has anyone set up a plan of not only a functioning site, but a path of growth without cost?

I have created about 40 websites for ColdFusion and SQL Server during the last 7 years, including a website for ice hockey federation, which was quite similar to yours. That's why I think I can do your project easily.
As I don't know, what project complexity you expect, I will split my offer into 2 parts:
1. I could create all the basic modules according to your specification for $700 (except automatic player statistics generation). You would be able to enter, edit or delete players, teams, tournaments and games with text and pictures, to make relations between players and teams, teams and games, games and tournements, and see all the information displayed on web pages.
For the next step, I could offer some more features for the website - a wysiwyg (Word-like) text redactor for formatting player, team or tournament descriptons, a module for automatic photo converting to proper size and format, automatic player statistics and tournament table calculation depending on game data you entered. It could take additional 10 days and I suppose it could cost additional $700 (if your tournaments' structure is stable and not very complicated). So, the whole project would fit to your maximum budget range.
