I was 2 years experienced in Object Pascal development with Lazarus IDE (Free Pascal), but I know mostly Delphi too and I have installed Delphi 10 Berlin here. Delphi and Free Pascal have same syntax and similar API too.

Passing image as bitmap or jpeg needs more bandwidth and in most cases not cost effective. The Video needs to be encoded using a good video compression library such as h264. I can solve this with making a VC++ dll library that export some functions using Intell IPP h264 library to encode/decode frames. And of course a Sample application that demonstrate how to use it. I wont give out DLL source code. Just closed source DLL and sample application source code.
