I'v been working on similar projects. I think, it would be an operational amplifier and a transistor(s) forming a current generator. There would be an extremly small value resistor to measure the current. The operational amplifier could be controlled a digital/analog converter, it could be a standalone converter or integrated into a microcontroller. The microcontroller could be a PIC (from Microchip or an AVR).
