Create Flash for Website

Ok, I know nothing about Flash whatsoever, so this is way out of my league if you respond talking about technical stuff. I do know that I've been asked to research and see how we would be able to create a couple/few flash files to put on our upcoming website which is getting a total makeover. Please view the PDF attached and tell me what it would cost of 1 Flash Transformation as Described. Based on this, I'm hoping to have an idea what the total project is going to cost us. The images which will be used to be "flashed" will more than likey be created in PowerPoint. If another method is prefered, please advise how it would need to be submitted. We know we would like this image in the fashion I describe in the file, but hope we can also include others in the next couple weeks. Please place your bid for the conversion/creation of this one project, and also let me know if you are willing to do more projects in the future. Payment can be made via GAF or PayPal. If by GAF, payment will be placed in Escrow until a demonstration of project completed. If via PayPal, payment will be made after a demonstration of project completed. We realize GAF charges a $5 or 10% commission (whichever is higher) to all bidders. The additional charged by GAF in winning this project will also be reimbursed in addition to your bid price, so bid to win, with no risk to you once the job is completed. If this project can be done for under $30, please let me know. Again, I have no idea what all is involved in flash, so the winner would also need to give me a written explaination of how to implement it into our site. Thanks and Happy Bidding!!
