I create PDF forms with Acrobat Pro XI and Live Cycle Designer. I have created many forms over the years. I see what you are looking to do with the checks (and I they are not actual checks, yes?).
Anyway, the check format is pretty straightforward and I can create that from your templates and the final output can be in the 4-up format or a single check per page. What I do need to get more info about though is the integration between your spreadsheet and the PDF. In short, what do you expect from those two documents - does one feed the fields of the PDF?
As far as time needed, for the actual checks and some adjustments, that really will not take long. I am only counting about 6 fields per check. While of course all the checks will be "independent" of one another while on the same page, it still does not add up to a huge number of fields.
