Build a Website - Setup Theme

I have a website, and just bought a brand new theme. I need the theme configured like the default setup with all the links, and all the content here is how the theme looks [login to view URL] I will install the theme. Please note all documents belong to me, and theme files belong to me, copying the files is 100% prohibited. I need this done within the hour, and will create a milestone for half of the budget.
