Adrotate sort on wordpress

We need adgroups across the new site (multi site)- giving an option of 1) full Network (to show on national site too and all local children multi site) 2) national site only (this would just show on national and not throughout the local children sites) 3) local - manually added to the local site and runs with the national site ads (if no local sites, it would just show us national adverts) 4) in all local sites we have within "settings" an "ad group" section where we can override where we can block network ads in a specific area eg background skin, banner, carousel etc - so local deals can have 100% share of voice of an ad placement if need be 5) Add adverts within posts - so another ad group so we tick and it shows within an advert on mobile/desktop
