Django Website Development -- 2

I am building a new kind of social media website. The details of the site will only be released under Non-Disclosure Agreement which must be scanned, signed and sent back. Until then, we can speak generally about the project. I can tell you that it has both political and commercial applications. I am an experienced product developer with 16 years experience working with a well resolved concept that I am creating to fill a need. I have gone through the process of creating a mock website which I used to help test and refine the concept. I used the help of some test groups I gathered together to get feedback. This has shaped the direction I will take. I have also developed a comprehensive database plan. From these planning documents, I have had two freelancers help me to build the Django framework for the site. They have also done some front end work. Here they used the designs that were done by a graphic designer. We have made a lot of progress but unfortunately I have only gotten a few good months of work out of each freelancer. I will need a new freelancer to take the lead of the previous freelancers and work in their place. I am hoping for someone that works quickly but also is in it for the long term. I need about 10 hours each week until it is ready to be launched. I need a very skilled and knowledgeable Python programmer skilled with Django, with experience developing web applications from scratch. Someone who can use a wide array of software design/development techniques. Must know Bootstrap, Angularjs, Rest and PostgreSQL. When I say a "new kind" of social media website, I mean it. Everything is being created from scratch. But of course some work has already been completed. As I am not a Django programmer myself, at times you will need to act as a consultant, helping me to develop the website plan. Advising me on what you and perhaps other programmers will need in order to create the software exactly as I need it to work. So ideally you will be someone who can be a collaborative teacher and consultant but also someone that can take direction in order to achieve a desired outcome.
