Your server will most likely be set up within 3 days. This is what I offer: 61 IP addresses. This costs $70/month. 29 IP addresses would only be $35/month. Instructions on how to rotate via remote desktop (there's a command line you need to copy and paste. It's easy. But in windows 2008 Server, which is what you will get, changing the outgoing IP is from the command line.) Standard Microsoft SMTP. A bulk email client that will work with Microsoft SMTP. A setup to handle complaints. You can't bulk email without this. You will get a hosting domain, IPs registered to YOUR web hosting domain, and YOUR OWN abuse email so the idiots who complain speak to the right person--you. Setup is $200. Monthly cost is $270. So the first month is $470, $270 after that. The IPs are a large part of the monthly cost; if IPs is OK, you can save some money. About me: I'm a US citizen. I've done web development for two of America's largest banks and a whole bunch of other fortune 500 companies you've heard of. I have an MBA and can do custom web development in addition to bulk email setups. I specialize in Microsoft web development. This is good news, because Windows 2008 Server is simple enough that you can easily learn to administer your own server. Windows 2008 Server is easily capable of sending more than a million emails a day--and I can show you how to administer the server and change every last detail of the outgoing email (the outgoing email address, sending domain, etc) yourself. Your server will be as bulk-friendly as it gets for this price. That said, nothing is guaranteed in this business. I use this setup myself and I send bulk email myself through it. The server itself will be in Romania. Bandwidth to the US is very good.
