camara cell phone barcode project

We are in search of someone to program all the functions needed to offer all services similar to the ones offered by [login to view URL] In general we would like to be able to offer the same software downloads and be able to charge companies for users scanning and accessing information using the barcode. Internaly we would need the ablity to track all scannings of the barcodes. Please only quote if you are able to deliver all aspects of this project and able to create the software application for most all camara enabled phones on the market. We understand this is a sizable project and are willing to approuch in smaller steps, yet would like to have quotes for the complete project.
