I have 5 years experience in PPC mostly at London-based Barracuda Digital Ltd. and I have been working with AdWords Script in the last 2 years creating solutions for report automation and scheduling, parameterised ad management, budget management and overspend alerts, automatic bidding and more.
Based on your basic specification I can create this script for you within a couple of days including testing.
How I plan to implement this project:
* Target CPA and/or conversion rate will be stored as labels on the Ad Group level of the account. (Each AdGroup can have it's own targets)
* AdGroups without a set label will be managed according to default target values stored within the in the script. You can change these too at any time.
* The script will iterate through all keywords in the account, check the difference between the targets set for the given AdGroup and the actual CPA/conversion rate of the keyword. If needed, it will bid up or down proportionally.
* The script will keep a log of all past executions in a Google Spreadsheet document. This data will be used for preventing duplicate changes within a short period of time (by accidentally running the script, for example).
* I can implement an automatic email that summarizes the changes every time the script runs.
