Cross platform mobile app

I need an Android and iPhone app with these features: Securely authenticate users to Drupal web server. Run in background of phone listening for incoming alerts from a Drupal web server and a Twitter account. Provide visual and audible alerts on phone. Send email. Incoming alerts will trigger an audible alarm and give a visual prompt allowing asking user if they want to make it active or ignore it etc. The activated app will display a screen that will switch between displaying some dynamic data (text, links, images) pushed to it by the web server or a prompt that the quiz is about to start. The quiz itself will display a series of multiple choice questions and user will have a few seconds to pick a choice and click a Send button that will send the answer via email and/or sms back to the web server which will record the result. The Send button function needs to be preconfigured with the email address of the user so they can submit answer with two clicks (one answer choice, other is send button) If the response is too late an audible popup notification and audible notification will let the user know they have failed etc. An on-time response will provide a visual and audible response. Correct and Incorrect answer notifications will be sent back to the app from the web server and the app will need to record successful responses on a simple star rating type display that will always be on the active page of the app. Incorrect responses will trigger an visual and audible prompt. The app will have to store some preferences including unique identifiers on each user account that will allow the web server to only accept responses from my application.
