CSS / Sprite / Javascript Browser Scaling Issue

A sprite navigation menu that is positioned in a specific place on the website is not scaling along with the rest of the page when a browser window is resized. If shrunk from a 27" display, for example, down to a 13" display size the navigation menu gets moved out of the page frame and is not visible. We have multiple background images on the same page, and all of them need to scale proportionally and remain in the frame as the browser window is resized. This is a small project with just a few specialized adjustments that an expert can do very quickly. It needs to be done within 24 hours.
