buysellads type joomla component

I am looking for a coder who can build me a joomla component that will allow me to sign up and pay other websites for advertising space as well as sell advertising space to clients. the component should take paypal payments from customers, and allow any logged in user on my site to add their own site to the system. There will be 3 different types of advertisements available. The component must track impressions on each site, and clicks. For this system we will be paying sites based on clicks, the advertisement will be special types of advertisements that I will go into detail with selected coders. Users will buy packages based on the number of impressions they want. The component will have the ability to add or remove new packages and to set prices for each. The component should offer reports to users with orders in the system, to webmasters to show their earnings and to the administrator on how much each webmaster must be paid.
