Construction Job Photo database

The app is is for a construction company to document job specific photos for client closeout packages. Each job will have a separate folder, with the capability of taking photos for specific items, when selected by the user (i.e. front door, window, gate). My hope is to have access to change the required photos for each job. Once the user approves the picture it will be emailed to a specified address with the photo named according to job and item. I need to be able to have access to adding and removing jobs as we start/complete them. This app is for our construction team and needs to have a one time user authorization to access the app. I find it similar to depositing a check on a mobile app. It tells me to take a picture of the front of the check, submit, then take one of the back, submit. I hope this isnt clear as mud but please let me know any or all parts that need clarification. This app doesnt need to be fancy. The people that will be using this app need it to be as quick and easy to navigate as possible with large buttons to tap.
