Create a Mobile Website

We are looking at developing a job website for developing markets. Most people do not have computers in this country and will access the internet via their mobile phone, we are therefore looking at a mobile website. This website should have a nice and convenient design for users to key in their data to submit their application. At the same time we will need a solution that allows business partners to create new jobs on their own through a website. This is a startup, price is therefore somewhat important but we at the same time understand that good work needs to be paid good money and we are looking for a partner that supports this project if successful on a long term basis.
