Bypass iCloud Activation Lock IOS 7 on iPhone 4S and iPhone 5

I need someone who is capable to get rid of iCloud activation lock!! I need that person to GIVE INSTRUCTIONS on this process. My company has multiple iPhones that were turned in after employees were terminated that have this lock on them. The ex-employees refuse to give the iCloud information to unlock these company owned phones. I need explicit instructions that can be used multiple times to get all of these phones out of the activation locked state and fully functional to use for new employees.
