Automated Console Script with Proxy Support - Server based

I need an experienced programmer to programm a server based application that does the following with max. possible speed: 1. Take a value out of a database 2. Send a console request using that value (specific information upon acception) 3. The console sends back a yes or no, if no take the next value and repeat. If yes, write the value used out of the database into a second database and then take the next value and repeat. 4. Every 10 requests the application needs to switch Proxy because requests are limited to 10 requests per IP There are aprox. 120.000 values that need to be checked every 4 minutes so there are 3.000 proxies. The whole thing is very time sensitive. Between getting the yes from the application and the writing into the second database the less time passes the better, we are talking about miliseconds here. The entire application needs to be programmed to take as little server resources as possible as well.
