application that converts ID3V2 tags and filenames from musicfiles from GREEK codepage to LATIN

We have a bunch of MP3 files that have (partly) GREEK filenames and also (partly) GREEK mp3 ID3V2 tags. The simple software we need shall convert the greek letters to the latin substitutes (greeklish) on both filename and ID3V2 tags. The tags and filenames shall be in UTF-8 format. Presumably there needs bo be a replacement translit table (see attachment) The Standalone application shall run on Windows 7 and Windows 2003 Server versions (32bit).
