Develop an IOS application

Hi Freelancers, I need to design an app for my business, I have insurance agents that go to see clients, they are currently using paper based forms which are completed with the client and signed by both the insurance agent, and the client. I would like the IOS app to look like a digital version of the pdf form, with the ability to enter text in the prefilled locations, as well as be signed by botht eh insurance agent, and client. For the app to be useful to me, It has to have the following functionality: 1. I am the owner of the business, and I would like to be able to have each insurance agent to have a seperate login, Within this login they will have their own clients in which they manage - I must have complete control over users, and stored client base 2. I must have the ability to add, and delete users (insurance agents). 3. I must also be able to be an insurance agent, by having a master login. 4. Under each client that is entered, there must be the ability to complete fillable, and signable PDF's - these will be stored in each clients file. 5. ability to store the completed PDF's in each clients file 6. Ability for me to look at completed client file for compliance purposes 7. ability to add further forms into system in the future 8. email ability of completed forms 9. ability for a read-only admin login for compliance officer to view files. 10. I own the end product. 11. You help publish it to apple 12. I have the rights to ownership of the app.
