CMS Needed with CSS Design Install

I am looking for a coder to create a CMS and install my website design. I have had a design company creat a design for me and they have given me the files. I now need someone to make the website for me. Im looking for someone to create the site using css and will also have to be ata w3c standard. The site will need to work on all webbrowsers. I will need from the CMS tyhe ability to do the following: Add/delect pages. Add/delete links to the footer of the page. Say where these links will link to. Make the header bar into a drop down. So in the admin we can create the drop down menus and say where the menus will go to. as in which page. Add images / delete images. I will need a contact us page creating so it sends me a email. The ability to add items for sale and have a shopping basket and a check out. I would consider using something like oscomerce if you dont want to build the cms yourself ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
