Convert Project from VB .net to C++

Hello, I have a little module in VB .net (attachment). This module belongs to a .net application. The point is that this application should be run on a system that does not have the .net framework installed (either it is not possible to install). So I want to rewrite the whole application in C++. But as I do not want to have two sourcecodes (C++ and VB .net) for one function this module has to be converted to C++ (independent from the .net framework) so I can access the methods from a C++ program and furthermore I need an interface to VB .net so I can use the C++ functions in VB .net.
