activex plugin downloading 3d graphics info

Need programmer to help with activex control. Currently have activex control which can download and read a .wrl file via PropExchange mechanisms. Want to add support for downloading of texture/other inline .wrl files referenced within .wrl file by either recognizing and downloading them via activex/http mechanisms, or adding support for .tgz (tarred and gzipped) file that will be downloaded and progressively make available contained files. Most likely want the .tgz file method which would essentially use the PropExchange mechanism and progressively make each file from an incoming .tgz file available as a series of CFiles. Goal is to have most important files download and become available first rather than everything at once. Want to use tar and gzip format since prefer to download files in specified order and believe .tar files will provide this whereas .zip files won't gaurantee order. Seeking bid of approx. $100 or slightly more and will accept well documented MSDev 6.0 workspace and sample code along with all associated libraries that I can easily adopt or actual implementation with sample I provide. I think it would be easier for you to provide this sort of example that I can adopt rather than try to integrate with my code, but if you want code from me, that is ok too.
