Create an Online Video Editor and Website

Hello, I am looking for a freelancer to create A online video editor and website for me. I need someone who is experienced in FLASH/FLEX/HTML5/PHP/LAMP. You will need to be be someone who is experienced and someone who is "young" minded and can create something that looks beautiful/smooth and fast. The idea: I am looking at creating a website that has a online video editor built into it so a single user can register on the site under a free membership.. Record a short video clip via their webcam or upload a clip from their computer. The user can then add transitions to multiple clips, add text and captions to multiple clips, join all the clips together and then publish the video into a single video. I also want other users to be able to be invited to upload clips to the users account so the registered users can use other peoples (invited) clips while creating the video. I want it to be a membership system where the user signs up to the site for free, and can have a maximum number of clips that can be uploaded for the current session (eg; 1x upload their own clip and 3x invited clips) after this , if they would like more they would pay a set price, eg; $2 for 5 clips, $4 for 10 clips. I will go into more detail when I choose my freelancer. I want my site to be similar to these sites, but it has to have a collaborative feature such as multiple users uploading video to the registered users account. I have a basic setup for this part being worked on with a membership section that I have someone working on. Please note, you must have a fun and modern outlook on design, it has to look great!. I have a budget of around $8000-$9000 AUD for this project . If you believe you can create a system similar but with your own skill and design set, please send me a proposal. I need to see previous work in design (modern design using HTML5/Jquery etc) and also anything that you have created that would help me decide if you could create this online video editor. I dont mind what technology is used to create it as long as it is compatible with all current browsers on both MAC and PC. Please let me know if you are interested.
