Build a Quiz Website

I am looking for a basic Quiz site about 5 for now. A picture headline on top, questions centered on the page, maybe a picture on the sides. I need the site to be easy to modify, background, headline, questions all need to be easy to modify . when they hit submit for the questions i need the second page to present them with a congratulation and a place for them to enter their email opt-in. I need some one with a good understanding of human interaction. some one that knows how to build a site to engage people (color, placement etc.) how different color effect different genders. If you are great you will become my main designer. I NEED YOU TO GET PEOPLE NOT JUST KNOW HOW TO DESIGN A PAGE.
