Chat system similar to Tiny Chat

Looking at [login to view URL], the project has very close similarities. I am looking for a dynamic applet/flash based webcam/voice/text chat system. Detection of webcam is essential so that all people in the room can see each other. I am looking to connect up to 50 people, like a podcast, in a room with webcams, text chat etc. There will ever only be 1 moderater per room, this person will have abilities including boot, list of who is attending, peoples connection speeds, to be able to determine video quality depending on their connection speed is also a MUST, pre-determined chat length with countdown and auto close (option in moderators screen to force everyones chat session to end), ability to leave a review of chat, branding, turn chat on/off, recording of only the moderators screen for playback at a later date, cam switching (if moderator has 2 cams, if possible), full screen option, volume control. Master admin must be able to see all open rooms, visit rooms (without being seen), to check on quality/service. Rooms are generated in a dynamic environment where multiple rooms can exist, and i mean unlimited numbers. People are not allowed just to join rooms. Joining rooms is determined after payment is processed and successful so please bare this in mind. The core of the site is around php, mysql and jquery so these would be the preferred programming languages, and also for future development, all coding must be heavily docmented. Sessions will be available in php to check if the person is meant to be in the room. Please PM questions or examples. I am open to suggestions and ideas.
