Change Website from Simple html to Dynamic Website

I have a simple website that is designed in html and I need to change it into a dynamic website complete with a CMS that allows the administrator to control/delete/erase/update webpages. I have heard Joomla can do this. There are however 2 webpages on this website that will require more control and management. The first one ([login to view URL]) has links to pdf documents that can only be accessed by users with special codes (issued by the website administrator). The codes can only be used once and it should expire after use. A code has to be specific to a particular document. The second webpage ([login to view URL]) needs to have fields that can be sorted by the user alphabetically in the table. Also the NAME should be linked to more details about that producer that must be pulled from the database. The table should be made in such a way that allows the administrator to be able to add new and delete existing producers. One last thing, an appropriate SEO must be worked on and will be installed or added as part of the project. I reckon most of the major work (webdesigning) has already been accomplished! The design has already been finished so the person who will be providing the services will only be responsible for changing it to be able to do the things I described above.
