A workshop management system

The project is to DESIGN AND IMPLEMENT a Web-based system to assist an organizer of a science seminar to manage SUBMISSION OF RESEACH PAPERS TO THE WORKSHOP, DISTRIBUTION OF PAPERS TO THE REFEREES, MARKING THE RESEARCH PAPERS ONLINE ,SUBMISSION OF REFEREE’S REPORT,CALCULATION OF MARKS (the system should have an algorithm to calculate the marks) and ACCEPT /REJECT DECISIONS (which is done by the organizer). The system will be implemented using mySQL, PHP, and XML. The system actions are deadline driven. For example, after a deadline has passed the system may send automatically emails, update Web pages or stop users from accessing certain Web pages. Another important functionality is developing a procedure for ASSINGNING THE MOST SUITABLE REFEREES TO THE SUBMITTED PAPERS BASED ON THE EXPERTISE OF THE REFEREE AND THE KEYWORDS OF THE SUBMITTED PAPERS,this will be implemented by using the keyword of the submitted article to match the suitable referee, this will also involve linking mysql database to the php script therefore when a keyword is entered the referee database is queried, to output the matching words and AUTOMATING THE PROCESS OF COMMUNICATION BETWEEN ALL THE PARTIES INVOLVED. The system must be generic i.e. able to take in more features without having to restructure. Take note that a variety of people will be using the system; hence using a strict compliant markup (XHTML) will be necessary. Java scripts will be useful for reloading pages rather than reloading every single page, add an online marking system for referees; this allows them to rate papers and also leave comments. Also use OOP in PHP. all Codes should be commented clearly. **note i am putting a pleasant bidding price because i want the system built and designed(its a very simple design nothing extensive) ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows? (depending on the nature? of the deliverables): a)? For web sites or? other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software? installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
