Task Description: Conversion of MPEG, AVI, WMV etc. to OGG files OGG is a container format that can hold both video and audio data. Theora is it's video codec and Vorbis is the audio code. We need a program that is converting other media formats such as MPEG (1), AVI(2) (DivX, Xvid), WMV(5), WMA(5), RM(6), WAV(3), ASF(8), AAC(7), MP2..4(2), Quicktime(4) into OGG. (The program will need to decide which algorithm to use for conversion while looking at the filetype. If something goes wrong it should send an error code). So the task is to provide us with such a software. A suggested procedure is that you first make some research on existing solutions. There are lots of opensource libraries for OGG, Theora & Vorbis data handling. We suppose you can also find opensource libs for reading and decoding other video data like xvid, mpeg etc. Lots of them can be found in various linux projects like VLC, xine-libs, MUD, flac etc. Based on existing libraries you could create a program that reads reads and uses other videoformats like DivX, MPEG, WMV and displays it. For example gxine and xine-ui programs use xine-lib and do this. Using libtheora and libvorbis you can create a program that either decodes or encodes OGG Vorbis format videofiles. The only tricky question is how to put the two things (reading other videoformats and writing OGG format) together and convert decoded MPEG video data (for example) to OGG Vorbis data and then save. We need two versions of the software: 1) one version that is accessible by commandline 2) one version that can be installed as an application on a windows machine more info in the attachment
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
