Create a programme to scrape blog RSS feeds and create a tag cloud

I want a website with a built in programme which scrapes content from blogs which are added to a database, or uses the RSS feed of those blogs to create a tag cloud. Users should be able to add a blog url to the database of the website and the admin should have the ability to approve or delete blogs from the database. Once a blog is added to the data base it should then be scraped and all the information of all the blogs is then added to a tag cloud of the top 200 words which are used in a given time frame. (admin should have the power to set the time-frame perameters, eg 24 hours/48 hours) The tag cloud should then show only the top 200 words which are being used by all the blogs which are on the database. This tag cloud and a form to submit new blogs for the admin to approve/delete should be the only aspects of the website which the front-end user can see. The back-end admin should be able to add a list of words which the tag cloud should not include, and have the ability to delete certain words from the tag cloud. Also the admin should be able to delete specific blogs from the database and change the time parameters for which the tag cloud refers. If it is easier and would therefore cost significantly less then I would be happy if this only works with wordpress to begin with. ## Deliverables I am not enormously familiar with what will be needed to create this programe and website. I understand that there are a number of programmes out there which will automatically create a tag cloud from a single blog, but not from a database of blogs.
