Customization and Installation of CMS+LMS (Moodle)

It consists in the building of a site with a presentation developed with some framework and then an LMS to give courses online. In the presentation I would like to have a blog and a forum (I am not sure if with the Moodle functionality would be enough). For the courses, with the Moodle funcionality will be sufficient, including payment process. I will be needed to customize the design, colours and emoticons, giving to the site a sense of identity. The site will be preferably in language Spanish, but I can analyze bids in English.
