DLMS/COSEM implementation in PHP

I need an implementation of DLMS/COSEM in PHP. The result of the project should be a DLMS/COSEM driver to request data from Smart Meters. The genereal environment is a server system in PHP that is communicationg over ethernet with a kind of concentrator. Behind this concentrator the Smart Meters are located. What I need is somebody with the know how about DLMS/COSEM to get a fast and working implementation. Im working under high pressure on this project in general and the driver is very urgent. If there is somebody with this abilities we can talk about a price, but I think we should find a solution somehow.
