Advice on geo location script for dating website

(I'm not looking for any specific work done...I'm looking to hire you to consult to help find the best solution for my project). I'm looking for someone with experience. If you have done this before, this should be extremely easy to show me how it can be done. Have a website with about 1 million dating profiles from around the world. Someone can come to the website and search the site via location. (They can enter in a city, state, zip) and the site will show profiles within a 60 mile radius. I'm currently using Google Places API for people to choose the locations - but the results are a custom script I had made. I feel the script is taking too long and looking for better possible solutions. I have no problem paying for a service or API that can handle this. The faster the results is the most important. My question is what is the best way to sort through the 1 million dating profiles in order to show the results within 60 miles? I want a solution that is very fast. The 1 million dating profiles I have city, state, county, lat and long. Any combinations of API's or software that you know of that would make the results faster? I'd like to see samples of any dating or sites that work off of location that show results that are within a specific radius of the searched location. (obviously doesn't have to be a dating website). I will not reveal the website, and I don't need help on the programming. I just need someone who I can pay that will be able to give me the info for the best results. (this will be used on a PHP server).
