Build Code Skeleton for PayPal Subscription based site with Affiliate Program

I’m looking for someone who is an expert in using PayPal API and subscriptions who can automate the management of many subscriptions; their payments, cancellations, and etc. Needs to know how to retrieve Google PR via API and present it in corresponding images… Needs to know how to scan other sites source code checking for presence of code snippets, kind of like [login to view URL] does… Anyways this project has many little nuances none that are really that big or complicated but I will only discuss them with coders who I believe are eligible and qualified for the project please provide enough credentials and show me examples that you are able to do the three things mentioned above… Also the way I handle payment on large projects such as this to make sure that I get what I want in the final product I encourage the coder to bid half of the price they consider for a project, and then let me decide how much of the other half I believe they should receive based on their completion of the project.
