Classified ad (job site)

Looking to develop and preferably design a website similar to Craigslist.com. The site will serve as a job site where users should be able to post and search data within the site. The website interface will be very simple mostly text,(no flash, minimum graphics) but very reliable to handle high user traffic. The administration should have access to do changes and update the site. The search engine should be very professional, to allow users to search by (category, area, keywords, etc...) I would like the ads that are posted to look similar to how they look on [login to view URL] but to have the simplicity of craigslist.com. There are no user profiles, the users should get a temporary login to the ad so they can change it. We would like to be able to charge a fee for posting an ad, however this function should be able turn on and off. The site should allow for ad banners to be posted on the website. Please explain in detail, what computer language your company will use in achieving the desired requirements. If you have done similar projects please email us a link of the website.
