Codeigniter OR Wordpress, Joomla to Complete OR REDO Website

I am looking for a individual who is an expert in Codeigniter to complete a website for me OR someone to REDO the site for me in Wordpress or Joomla in my budget with the functions I need. The website is [login to view URL] I only have the HOSTING login. I do not have the website login. My website developer stopped communication after I paid him the final payment and did not complete the website. I need someone to complete the site in Codeigniter or create a new one in Wordpress or Joomla with the same functions. I need EXCELLENT communication. Reply to Skype chats instantaneously and emails within 3 to 6 hours. I need the following completed in Codeigniter. (OR started from scratch with existing site content and features implemented in Wordpress or Joomla with old site functions as well) *Backend setup with client management. (not sure how much is there from my previous developer.) Client should be able to manage their project via the backend of the website via login and have communication with the service providers (logo, sales reps etc) via the backend. So Skype links and contact information. Client and project manager can see progress of project and updates. And service providers can provide project updates and project progress. *Setup accept payments from clients via: [login to view URL] with 3 payment options A) Full payment with 3% discount B) 50% down and 50% upon completion C) 6 month OR 1 year Monthly payment plan with added % fee until completion of payment. *Checklist inserted with a result calculated via client input. How the client uses it and how the business coaches are able to utilize it. *Scheduler for clients. A system that can inform clients when there is a business coach available for consultation. If no coach is available then they will get a “no business coaches are available at this time please complete the form bellow to be contacted by the next available business coach”. If a Business coach is available then the form will gather the data and create an email or form on the site informing the business coach of the new client to contact. *Changes to text and headers. *Incorporate SEO into website. I am not sure how much the website developer did, but I am just listing these things to be safe. Since the developer left and didnt complete the project I have about $400 to spend to get it done as I already paid him in full and dont have any more of a budget to get it completed. I have all the changes outlined in a MS word docs I just need someone with Code Igntier experience to implement the changes and fix any bugs. Or someone willing to do this in wordpress or Joomla from new and have the same functions. Again I only have the hosting login and not the website admin login.
