Complete started weight-loss portal in PHP/Ajax/MySQL

The project is a weight-loss site with paid membership (Paypal) and a facebook like social networking part. The site will launch in German but is implemented in English with translation support. The project is running for a few months now and the current service provider just seems to be overwhelmed by the size and complexity of the site. The current provider decided to implement a custom CMS using PHP, Ajax and MySQL as programming languages and technology. The site is about 80-90% done but they simply can't finish it. I have a detailed TODO list of things that need to be done and the todos go from simple (increase space of XYZ, to fix width of control in Safari) to more complex items like implementing a chart page and finishing an AJAX based nutrition diary. I am only looking for US or Germany based service provider. I will ignore any other bids from companies outside Germany or the US. I am looking for a provider you gives me an accurate time estimation to complete the work and how has the power and knowledge to complete this project on time. Also before I will select a future provider I want to have a personal discussion to explain the project situation and to get feedback from your end.
