DIY site or alternative solution

We need to create a site where the visitors will be able to create their own site ( a simple one) through the templates we will have in there and upload it in the [login to view URL] or in [login to view URL] It can be done 2 ways 1) To be DIY where they can do it in the site like 1in1 and other DIY sites In DIY site they will change the color, the banner, and they will be able to add their pics phots etc, through the site 2) To pay for the service and we upload to a server and they have access In this case they will be able to choose their design, as a second step they will be able to put down their modifications and as step three they will be able to pay. We will upload the design with the modifications within 12 hours We need a separate bid for each one of them in the PM.
